Retrouprising's top 20 Street Fighter characters.

We often debate on who is greater, Ken or Ryu, Chun-Li or Cammy, Alex or
Zangief, Balrog or Dudley, etc. But I had an idea, collect everyone's top Street
Fighter Characters (from any Street Fighter game) and create a site top 20 list.

Rules:
1. Maximum of 20 characters.
2. Minimum of 5.
3. Haggar was't a playable character, but Cody and Guy were.
4. 1 is best, 20 is least.

I'll be doing the math to assemble the list, if this turns out well I'll make more of them.

The order doesn't matter but top to bottom is fine if it's important to you. Also why did you settle on 5 minimum? I couldn't think of any others I liked enough for my list. I like others but not that much.
