To answer your question, if I remember correctly, Ho-oh is at the top of the Tin Tower in Ekruteak City (or something similar to that, can't remember how to spell it :P)

Edit: Gamefreak posted while I was typing, that link would have been a good place to ask too.

For some reason I know this answer Ho-oh is at the Tin Tower which is a building north of Ecruteak City. There is the answer.

Find a rare candy and put it in the 6th slot in your bag. Then talk to the coffee guy in Viridian and have him show you how to catch a pokemon. Now fly to cinnabar and surf up and down the shore to the right of the island until you get in a battle with a really cool and rare pokemon. Its not a cheat, I promise! ;D

When you do the cheat TNT is explaining you will catch a rare pokemon. Only one per cart. Bring a Masterball.

I had a friend who caught a Mewtwo there and I caught a Snorlax there. The thing about that pokemon is its level can be raised up to 255.

We battled his 255 Mewtwo against my 255 Snorlax for about 3 hours. Eventually my Snorlax lost.

in the blue, red, and yellow versions, it is possible to catch all 150 pokemon (which includes legendary pokemon)... you just have to find them

i really can't say much after silver and gold versions
