GIF files

hey, everone, I've been meaning to make some .gif files, but my comp is broke and the owner of this one wont let me download the programs to make one, are there any online versions of the software that i cold upload a vid and pick the images apart and do the work on-line? or any advice on it, or should i just wait a few months to get a new computer and just get the stuff then?

I would say that is doubtful simply because of the amount of coding it takes to make a good gif maker you got transitions and filters so far photoshop and gif movie gear are my favorites
