Most likely the problem is something else is using DirectX and not allowing anything else access to it.
Programs that are known to sometimes do that
Steam
Xpadder
Joy2Key
If you have any of those programs running or another game running, close them and then try playing a game.
Also if you select Score Mode it wont require DirectX and you wont see that error. And many of our systems don't use DirectX at all.
