Splatterhouse Arcade vs Clock Tower snes. Witch is scarier
Hmm.. Well for me It goes to Splatterhouse. While I don't find these games particularly scary the corpses in Splatterhouse kind of creep me out more than anything in Clock Tower.

Clock Tower » Super Nintendo is scarier.
While Splatterhouse » Coin Op goes for shock value with things like corpses in the background vomiting deadly goo in your path and the giant killer leeches at the end of the first stage, Clock Tower works more on giving the player a sense of isolation and helplessness - along with the panic of having that maniac with a pair of huge scissors chasing after you!
Both games are scary and each for its own reasons - but of the two I think CT is scarier, mainly because it has a spooky introduction which sets the stage, where Splatterhouse has comparatively little story and to me feels like a Friday the 13th movie {could have to do with the hockey mask and general 'slasher movie' feel to it} which I always thought were more stupid than scary.

Clock Tower is a psychological thriller. Splatterhouse is just gore. IMO, gore alone is never scary.

It's all about how traumatized you were when you first saw the game came, or essentially, how old you were and what you had been previously exposed to at the time.
Earlier today my daughter (19 months) lost her shit at an episode of Curious George because a kitten fell of the edge of a building, he safely landed on an eve about 2 feet down, but it really freaked her out.
So yeah, it's all relative.

A few years back, when my sister was around 9 years old, we were watching some Netflix and I was telling her about how the old Twilight Zone series still holds some modern TV culture presence and we got to watching it.
We watched "To Serve Man", the twist ending of which I thought would be pretty tame by today's standards and be delivered in a manner so ancient and un-phasing that it would be practically comical. I was surprised to see it actually left her pretty mortified and we ended up watching some 30 Rock as to not end the day on a scary note.
