you can do this way but if you want to do it before second badge its a little different. :P

I know a complicated, yet easy, way to get mew. OK. 1st off, make sure you HAVENT fought the Youngster above Cerulean with the lv 18 slowpoke and the Gambler next to Saffron on Lavender town's side. Also make sure you have a pkmn that knows FLY and can use it outside of battle.

Step1) Fly to Lavender Town and go east. Walk in front of the gambler, but AS SOON AS YOU DO pause the game.
Step2) FLy to Cerulean City. When you get there, youre buttons dont work (this is temporary. dont worry).
Step3) Fight the Youngster with the lv 18 Slowpoke. After the battle, fly back to Lavender Town.
Step4) Go back to the east exit. The game will pause by itelf. Press B and youll be fighting Mew.

I suggest having:
A- A strong Dragon-Type (preferably Dragonair/Dragonite) for his dragons,
B- A good Electric-Type (preferably Raichu, Raikou, Magneton) for Gyarados,
C- A good Ice-Type (preferably Articuno) Also for his dragons,
and D- A Water-Type (preferably Gyarados, Kingler) for his Charizard,
And 2 of your other stong pokemon.

If you dont have much of these, you better start training.
