Ok the only person FOR SURE from Kansas was Dorthy. I know the Wizard wasnt and all of the other people were Oz natives.

The kicker is when Dorthy gets back to her house and everyone there looked like someone that was in Oz....was it all a dream Dorthy? Only the Wizard knows

That is true. One book I read had Dorthy running away from home and meeting up with the Wizard to find a way to get back to OZ. I cant remember why she wanted to go back. I think she ended up in an orphanage for some reason or other. It was a kind of downer book.
