no, that's not true, i've seen someone solve it in about 8 moves, it all depends on how its lined up, i always thought the best way to solve a rubix cube its Occam(Ockham)'s Razor, the simplest solution is usually the correct one, do what seems obvious, keep your moves simple, don't go blundering away turning in every corner just to see if it'll work, and use patience, and it'll come easy as cake
