No, collecting unnecessary power-ups will increase the difficulty of the game. You should collect enough of the large blue/green items (shot and option power respectively) that you feel comfortable with your firepower, but it's not necessarily(?) a good idea to power up to max right away and it's definitely not worth it to collect more power-ups when you're already fully powered -- the small amount of points don't justify it.
What you should try to do is collect the medals that look like gold shields. Each one you collect increases the value of the next, starting at 100 and incrementing in steps (200, 300, ... 900, 1000, 2000, ...) up to a maximum of 10,000 points.
However, if a medal drops off the screen, the value resets to 100. The small medals (100~400) also increase difficulty more than the more valuable ones, so you're punished in more ways than one for breaking the chain. Resume collecting medals if you think you can keep a chain going, but keep an eye on this. If you accidentally unveil a lot of small 100 medals, you probably want to pass them up -- the value only increases by one from what you last picked up, so you'll eat a big rank increase only to still be sitting at the 200 point medal level.
@TodayIsForgotten: The red bomb icons will also increase difficulty, but are still worth collecting in bulk for defensive purposes as well as earning scenery destruction bonuses -- just don't hoard max bombs and continue picking them up, of course.
