Cheat Files for games: How does one do those?

I've been playing Pokémon Emerald recently and really want to get the Pokémon Deoxys, which was an event Pokémon for those who don't know. The thing is, I can't get the item needed for said event, and I'm fairly certain there are cheat codes for it, (like ones you can access from the toolbar in the top left) but I'm not sure where I'd find these cheats. If anyone knows could they let me know? Thanks.

Thanks man, but Houston we have a problem. Whenever I load these in, i'll access my PC and it will freeze up and all the colors glitch out and the music stops. I think I was entering them right. I copied the code you put there and put it as the Gameshark code, then when I started it I had no deoxys, then when I went to check If it was in my PC, it glitched out. Anyone know why?
