PS1 or PS2 Title

Hey, was wondering if anyone could help me with remembering a game. It was for PS1 or 2 and part of the game was to move peoples houses around in different villages to make them happy. You would ask what they liked and would say something like "I prefer to be next to the fountain but not near Mr. xxx". It might have been a RPG but not entirely sure. That's the only part of the game I remember but it might not have been the main goal. Please Help!!
