40 Rose:
When it comes to the Street Fighter series, Capcom tends to get creative with
some of their characers, like Rose. Rose is a fortune teller from Genoa, Italy who
seeks to stop the apocolypse by finishing M. Bison, only she and Bison use the
same soul, Bison being the evil half, and her being the good half. Amazingly
enough, she can channel massive amounts of electricity threw her scarf to stun
opponents into submission, and that's all she needs.

39 Sagat:
When it comes to Muay Thai Kickboxing, no one comes close to the emperor of
the sport, Sagat. The killer of Dan Hibiki's father, Adon's master, and one of
Bison's 3 elite guards, Sagat has a reputation for violence, but that doesn't mean he
isn't nobel; Sagat always seeks the ultimate fight against Ryu in a battle of honor.
Sagat became infamous in the tournament scene in Street Fighter IV because his
Tiger Uppercut was very broken.

38 Dhalism:
Yoga is tough to master, but none surpass the mystic yogi Dhalism, who was able
to turn it into a fighting style. Dhalism fights for his family and village in rural India to
both raise money for his town and protect them from Shadaloo's influence.
Dhalism's yoga training gave him the ability to stretch his arms and legs to insane
lengths to attack oppoents, he even can crack his opponents skull with his own:

37 E. Honda:
Sumo Wrestling is an ancient wrestling style mastered by a handfull of people, but
none surpass the Japanese champion Edmond Honda. E. Honda travels the world
to spread sumo's influence to the rest of the world. E. Honda attacks with with a
diving Sumo Smash and a flying Sumo Headbutt (yes, the sumo wrestler flies at his
opponent) to sumbit opponents with his quick attacks.

36 Birdie:
While some characters have strange stories, none come close to Birdie's. Birdie
was one of M. Bison's 3 guards before being replaced by Balrog, but he fled when
he was hunted for trying to overthrow Bison. Birdie uses charges and grabs to
submit opponents, but that's not the reason he's on this list, he's here because he's
the only character to have a race change:

35 Vega:
Of all the Street Fighter characters, Vega is argueably the most unstable, while he's
a renouned noble in Barcelona, Spain, at night he hunts the ugly, like the step-
father that killed his mother. Vega uses nijitsu he learned in Japan along with the
Bullfighting techniques he learned as a child, mostly consisting of dives and swipes.

34 Sean:
Sean was an average school boy in Brazil, until his life changed when he witnessed
Ken Masters fight, and it inspired him to join the Street Fighting circuit. Sean uses
an improved style based of of Kens with a few new moves included. In 2nd
Impact, Sean was very broken, making him a popular pick amoung tournaments,
only for him to be massively nerfed in 3rd Strike.

33 Juri:
As a child, Juri was kidnapped by S.I.N. because her father tried to expose them,
later she was experimented on and now seeks to take Shadaloo from Bison and
Seth. Juri uses the Feng Shui engine in her eye to maipulate fire and time for deadly
combos, especially for her back-breaking second ultra:

32 Karin:
Karin, the the daughter of the wealthy Kanzuki family whose motto is "Be the
Winner in everything" is a top notch fighter who also is Sakura's eternal rival. When
her father's company is threatened by Shadaloo, she decides to track them down
and fight them herself. Karin uses quick blocks and dodges, which made her a
force to be reconed with in the Alpha 3 tournament scene.

31 Cammy:
Cammy White, a member of the English Delta Red anti-terrorist organization, was
a genetic experiment by Shadaloo to create a female clone of M. Bison, who only
survived when a sympathetic Vega couldn’t see a beautiful person die. Now, she
seeks revenge against Juri for killing most of her sisters. While Cammy lacks
projectiles or range, she makes it up with her incredible speed, and her Spin
Knuckle dodge to boot. Cammy also shows her assassin skills in her second ultra:

30 Gen:
Generally, old people aren't found in fighting tournaments because they lack the
physical ability of their youth, but Gen is a huge exception. Gen is a unique fighter
because he can switch between two different fighting styles, which made him a
force to be reconned with in Alpha 2. Gen's agility is mind boggling, which can be
seen in his Ultras:

29 El Fuerte:
Mexicans have had an interesting relationship in Street Fighter, while T. Hawk, the
first Mexican in Street Fighter, was labeled a stereotyping of their people, El
Fuerte was praised for using a fighting style based on the iconic Mexican Lucha
Libre. El Fuerte is a runner, using combos that stem from his blazing speed and
annoying unpredictablilty. His second ultra is a prime example of his insane speed:

28 Deejay:
Kickboxing is has been a very popular sport in the caribbian for generations, but
none come close to Deejay's skill. Deejay is both a fighter and a music lover from
Jamaca who loves to fight for the fun of it, he uses his quick kicks and air slasher
projectile to keep his opponents on the run.

27 Balrog:
When it came to video games in the late 80's early 90's, every video game
character was either white or asian. Balrog, while not the deepest character, was
the first playable African-American, which was huge at the time. While Balrog
lacks any projectiles or range, he makes it up with his high speed and power to
boot, making him a dangerous foe to face. Balrog, often labeled "the Wild Bull" is
the American Champion boxer, who loves nothing but cold, hard cash, he would
later be banned from boxing when he often used illegal boxing techniques, as seen
in his second ultra:

26 Hakan:
Hakan, the Turkish Yaglis Gures Oil Wrestling Champion, president of the world's
largest cooking oil company and proud father of seven children, curently travels the
world to create the perfect recepe for his oil. Hakan uses his unique attacks and
grabs to keep foes on their toes.

25 Gill:
While many Street Fighter villains are known for their power, none can hold a
candle to Gill's divine wrath. Gill, the emperor of the Illuminati, is trying to unite the
world under one order, his order. Gill uses powerful fire and ice attacks along with
powerful punches and kicks, Gill is also infamous for his supers, his resurection
alows him to use 1 super level to heal back to full health, and his third is an
unblockable divine attack which does more damage than half the opponents life bar:

24 Sakura:
Sakura was just an average school girl in Japan, until she witnessed Ryu fight,
inspiring her to join the Street Fighting Circuit. Just like Sean is to Ken, Sakura is
to Ryu, she uses improvised techniques based off of Ryu's attacks. Sakura was a
popular tournament pick in Alpha 3 because of her unique hitboxes.

23 Zangief:
Zangief, Russian Samba wrestling champion and Mike Haggar's sparring partner,
travels the world to prove Russian Wrestling is the ultimate fighting style. Zangief is
often praised for being the first grappler in video games and for being a clone of
Mike Haggar.

22 Blanka:
Blanka the Brazilian Beastman was seprated from his mother in a plane crash many
years ago, but later joined the Street Fighting Circuit to find her. Blanka uses
primitive rolls and bites along witht he ability to shock opponents. Blanka has
become very popular because of his unique attacks, when CQC, a popular
TV show in Spain asked, "Who's the most famous Brazilian you know?" Blanka
scored third place:

21 Abel:
When it comes to nationalties that are bashed in Video Games, none come close to
the French, Glass Joe in Punch-Out can barely put up a fight, the French Stage in
King of Fighters XII has morbidly obese women everywhere, and Remy in the
Street Fighter series mopes everywhere he goes. Abel however, is a frenchman
that proves his worth, with deadly grabs and hooks, he's a popular tournament
pick in Super Street Fighter IV.

20 Gouken:
It was tough to choose between Gouken or Akuma, the masters of Ryu and Ken's
fighting style. Gouken won because of Akuma's aweful Ultra 2 in SSFIV. Gouken,
Ryu and Ken's old master and Akuma's older brother, finally returns to Street
Fighting in Street Fighter IV using powerful punches and kicks to keep opponents
at bay.

19 Makoto:
When it comes to Karate, none have mastered it like Makoto. Makoto entered the
Street Fighting circuit to promote her father's dying karate dojo. Makoto uses high
comboing moves that cause high stun, giving her the title of "Queen of Stun" among
professional gamers.

18 Hugo:
Hugo, the Champion German Wrestler, left the Mad Gear gang after their collapse
at the hands of Guy, Cody and, Haggar, to join Saturday Night Slam masters, with
the only problem being, he had no partner. So he joined the Street Fighting circuit
to find one. Hugo uses his massive size (8'0") to smash opponents into the ground.

17 Sodom:
Sodom, one of the ex-heads of the Mad Gear gang before it fell apart, joined the
World Warrior tournament to take over Shadaloo and turn it into the new Mad
Gear gang. Sodom uses fast strikes with his Katanas in battle, along with grabs and
dodges, which made him very popular in Alpha 3 professional play.

16 Rufus:
Most likely the dumbest Street Fighter character, Rufus joined the World Warrior
tournament to find Ken Masters (If he can tell who
is Ken) and take his title of
American Martial Arts champion. In fact, when Rufus finally encounter Ken, he
makes a complete fool of himself:

top of SSFIV's tier list. Rufus'

15 Ibuki:
Ibuki, a ninja in training in her native village in Japan, travels the world to find the
ultimate date because "a girl has her youth only once". Ibuki dominated
tournaments in Street Fighter III: New Generation and 2nd Impact because of her
blazing speed, only to be replaced by Makoto in 3rd Strike. Her deadly ninjitsu
can be seen in her second ultra:

14 Ryu:
Ryu, the main character of the Street Fighter franchise, is best described as iconic
or Capcom's second mascot. Ryu is constantly polishing his skills to become the
best fighter in the world. I call Ryu's massive popularity ironic because in Street
Fighter II: World Warriors, where he got his popularity, he was easily the worst
character in the game, he had almost no combos, his shoryuken was predictable,
and his Tatsumaki left him very open.

13 M. Bison:
While Gill is the strongest villain, Bison is the wisest. M. Bison is a demon that is
the head of Shadaloo, a criminal organization trying to take over the world. (Of
Course) But Seth is attempting to overthrow Bison for the control of
S.I.N./Shadaloo. Bison has become an internet icon because of his famous sayings:

12 Fei-Long:
Fei-Long, a kung-fu master from Hong Kong, is a movie icon who is seeking to
save his kidnapped film crew from S.I.N.'s grasp. Fei-Long is the first among a
long line of Bruce Lee characters in fighting games, and he is argueably the most
popular one.

11 Yun:
Yun, another kung-fu master from Hong Kong, is a resturant owner and is the
nephew of Lee from Street Fighter I; in Street Fighter III Yun entered the World
Warrior tournament todefend his home town from the Illuminati. Yun also was
trained by Gen in fighting techniques. Yun's mastery of Kung-Fu landed him on top
of Street Fighter III: Third Strike's tier list.

10 Chun-Li:
Chun-Li, an interpol detective from China, entered the World Warrior tournament
to stop S.I.N. and find her missing father. Just like Ryu, Chun-Li is an icon in
video games for being one of the first playable women in fighting games. In 3rd
Strike, she was very popular in tournaments for her speed and unpredictability.

9 Elena:
Elena, the only African in the history of Street Fighter, is a college student studying
abroad to get a medical degree. Elena is a unique fighter because she only attacks
with kicks (like Balrog only punches) and her moves are similar to Eddy Gordo's
because her moves are unpredictable and often change their hit boxes.

8 Rolento:
Rolento, another ex-head of the Mad Gear gang, is trying to take over Shadaloo to
create a country perfect for mecenaries such as himself. Rolento has a very
unorthodox fighting style, he uses knives, a baton, and even grenades to keep his
opponents at bay. His unique fighting style made him a popular pick in the Alpha 2
tournament scene.

7 Dudley:
Dudley, the English boxing champion, joined the Street Fighting circuit to get his
dead father's car back from the Illuminati. Dudley, like Balrog, uses only punches
to fight, but is a defensive character with 2 dodge attacks and one counter attack.

6 Dan:
While Rufus is the dumbest Street Fighter, Dan is the weakest. Dan constantly
joins tournaments to prove his Saikyo Style is the greatest style on Earth, only to
fail miserably. He even resorts to using commercials to promote his dojo:
Dan is a parady of the King of Fighters series by SNK because of Ryo, who was
dirrectly inspired by Ken and Ryu:
In the professional gaming scene, Dan is played by a handfull of people, who only
play as him just for laughs because of how weak he is.

Not everyone in the SF series is great, but who are the worst?
5 T. Hawk:
As I've mentioned before, T. Hawk wasn't well recieved by Mexicans because he
was a stereotype. T. Hawk also has argueably the most fustrating attack in SF
history, the Condor Dive. It's very safe, fast and has annoying range. Also, his
large size makes him an easy target in professional gaming.
But he does have a good theme:

4 Twelve:
The first time I saw Twelve I was pretty creeped out. Although he does have the
ability to copy an opponent, he has the ability to turn invisible, which can be such a
hassle to fight. He also has very predictable attacks, which landed him at the
bottom of the SFIII: Third Strike Tier List. On top of all that, he has a number for
a name. Such a lack of creativity in him...
Twelve's Theme:
3 Seth:
Most likely the most fustrating character in SF history, Seth copied everyone elses
attacks and made them very fustrating. The worst part is, Seth spams his
teleportation move, which will burn his laugh into your skull. He even has the
strange ultra where he sucks you in then spits you out:

2 Urien:
With all that bashing against Seth, there's suprisingly worse characters. Urien
literally Seth if you took away his powers, Urien also is an obnoxious slob that
fights in his underwear. He may be Gill's younger brother, but he's a real loser.

1 Adon:
In my mind no one comes close to Adon when it comes to being the worst SF
charcater, he uses annoyingly effective attacks that sound absolutely annoying. His
Jaguar Tooth covers more then half of the screen and can combo into the Rising
Jaguar. I mean listen to his Jaguar Revolver:
That alone gets him this spot.

I mentioned the worst, but who is the cream of the crop?
5 Guile:
After witnessing Charlie's death at the hands of Shadaloo, Guile made it his mission
to stop Bison at all costs so no more men can be slaughtered. I mentioned before
that Ryu was the worst SFII:WW character, but Guile was the best, his attacks
had unique hitboxes and his handcuff glitch alows him to run down the clock to
victory:
Guile was also the main character of both the aweful Street Fighter live action
movie and the so bad it's good animated series.
Guile also most likely has the most famous Street Fighter Theme because of the
internet meme "Guile's Theme fits with everything":

4 Alex:
The sleeper on my top 5, Alex. Alex took the main character position from Ryu in
the Street Fighter III series as an aspiring Pro-Wrestler from Brooklyn avenging his
trainer Tom, who brutally lost to Gill. Alex is a unique fighter in the SF series
because while he has a bunch of regular moves, he has 2 charge moves, allowing
him to be extremely flexible. In Tatsunoko vs. Capcom, Alex was top tier because
of his speed and exelent combo potential, in fact the only better characters were
Jun the Swan for her exploding Yo-Yos and Frank West for his infinites.

3 Cody:
In the Street Fighter Series, everyone uses either Martial Arts or Pro-Wrestling
styles, except Cody. Cody was one of the heros who freed Metro City from the
Mad Gear gang, only his temper got him sent to jail for causing many Street Fights.
The only actual Street Fighter who fights with rocks, knives, wrenches, lead pipes,
and dirt, Cody is a force to be reconed with. In Alpha 3, he was incredibly popular
in tournaments because his Vism style allowed him to dodge projectiles, light
attacks, and one his specials at will. In SSFIV, he gained an epic new ultra:

2 Guy:
When it comes to deadly Ninjas, few come close to Guy's skill. Another hero of
Metro City who stopped the Mad Gear gang, Guy is a Bushin Ninja an ancient
ninjitsu that dates back to feudal Japan. While he isn't the easiest character to play
as, Guy is a very rewarding character. Unlike other characters who focus on
precise strikes, Guy is one of two characters who emphisize comboing (the other is
Gen). This made him a popular tournament character throughout the entire Alpha
seires. Guy also uses his iconic Bushin Muso Renge to stop his enemies:

1 Ken:
When it comes to the age old debate of Brains or Brawn, Ken has it covered from
both ends. To prove his might, in the EX series, to become American Champion,
Ken had to defeat the previous champion, Chuck Norris (no I'm not kidding) who
was so devistated by his defeat, he taught himself how to Hadouken and
Shoryuken. In Street Fighter 2010, it litterally states Ken won the Street Fighting
circuit and then he went on to become a scientist who develops a Cyboplasm that
greatly enhances the strength of any organism given the material, showing Ken's
intellect. If those two facts don't score you first place, I don't know what does.
