Super Street Fighter 2 Turbo introduces Akuma and is the peak version of SF2 much like SF3: Third Strike is for SF3. Alpha 3 is arguably the best SF though, with an amazing combo system, an amazing soundtrack, crisp and clean graphics, a wealth of modes, including Dramatic Battle, where you and your friend can team up against opponents. The EX games are really solid too, for being 3D Street Fighters. SFIV and its subsequent upgrades are just as amazing, to be quite frank, even though a lot of people don't like it. I feel it took SF back to its SF2 roots, where things didn't rely on super fast combos and midair juggles and what-not, it was more grounded and has a lot of neat & complicated features (FADC and the cross counter game namely).
Overall, it really just depends on what feels most comfortable to you, the player.
