The structure of the second sentence is not proper English. The sentence is structured and punctuated as a question yet it lacks one of the six "question words." Again, this is an extremely obscure rule and modern vernacular has made it acceptable. I do not follow this rule nor would I call anyone else out on this either. Any on the following examples would have worked;
Why, have you recently decided your life-long dreams and goals are of no longer a concern?
You must have recently decided your life-long dreams and goals are of no longer a concern.
When did you decide your life-long dreams and goals are of no longer a concern?
