I think his face and the expressions he makes with it are what make him funny to me. He's over the top for sure but he does it in a way that isn't annoying, at least for me.

Not really. Lots of people think Will Ferrel makes some of the worst movies so it fits. Who cares who actually makes the movies though because I'm sure he has a lot of creative control over it.
