So from what i read this doesn't happen on everything? Only on youtube and team fortress?

It sounds like it could be video card or possibly motherboard. But really it could be anything.

I would try disabling your audio card and using headphones. See if that causes any issues. If you have onboard video and a video card disable one and then disable the other if the problem persists.

Fans shouldn't affect audio/video unless some off shoot chance the pins are touching something else metallic and causing interference.
