Well that's very debatable... to equate those 2 things is to say that the high score on any scoreboard in question is also officially the best score in the world i.e. higher than those on all other scoreboards or officially recognized records that may or may not be included on a scoreboard (example: the Pac-Man Plus wr). In the context of your answer to what dudebro said though, i think you're right about the idealism aspect, but then again shouldn't we all aspire towards that idealistic situation? If players are hiding gameplay which ultimately has the effect of stagnating a scoreboard (and the game in question), then that 'current high score' is not a 'true' world record because it is essentially being 'sandbagged' by one or more players, is what i think dudebro is getting at. On the other hand if a top score is submitted on whatever scoreboard (video/inp proof or not) then one can't deny it as being the highest score because it is there for all to see at the #1 position until it is legitimately beaten.
