While I think that's correct for him you also have to understand,
why should he leave his inputs open here when there are other scoreboards at which he can lock them?
There's no incentive to leave his inputs open and only drawbacks in doing so. It might be one thing if EVERY scoreboard made open inputs mandatory but they don't. Until that changes there's no reason why he should scratch his competitor's backs just so they can turn around and give him the finger.
