I think the stories are great from all eras. Here is what I would suggest: if you are really into special effects, you should be aware that the odl stuff was made when effects were bad compared to today. The characters were still great and all of that, but it looks dated.
Having said that, the new stuff can be enjoyed if you haven't seen the old stuff but there are references and layers you might not get without seeing some old stuff.
I started with the new stuff myself in an episode called, "The Christmas Invasion". If you like Sci-Fi stuff, chances are you will enjoy Doctor Who.
