Depends what they mean by ROM:
If they mean by playing on a copied or fake SNES cartridge, this is correct.

If they mean playing on emulators, that is wrong. You can play Earthbound on most SNES emulators, however MESS (score mode) is not one of them.

That's a lie, on an real NES anyways.
Maybe that's a code for a fake console like a RetroDuo to save a temporary state, but that will not work on an official NES.
