DB, and the rest of you:
I agree that the total lack of discipline is what feeds actions such as taunting a Teacher like they did; if there were some fear of authority or the possibility of consequences it's possible they may not have done it but like you guys are saying those days are gone and no one is allowed to hit kids anymore even when they are behaving poorly.

Teachers and even Janitors used to hit or kick us when we needed it to show us that there is a line of behavior that should not be crossed.
Perhaps those slaps and kicks would land someone in jail nowadays but it sure gave us a physical reminder of where that line lays so we wouldn't cross it again.

I think the first step to a real solution is in the realization that the World is different than it used to be and therefore the kids aren't the same as we used to be either.
Yes there are a lot of cocky little turds running around who probably would benefit from a sound beating when they step out of line, and that's what I've been hearing from the Baby Boomer generation for decades now - that they believe the real problem lies in the fact that kids nowadays do not understand what pain is, so naturally inflicting it on others comes very easily to them.

But I must disagree that it is due to being 'spoiled' {although I can tell you from personal observation that rich kids do act out a lot} and I believe that the problem is a symptom of a much larger issue as I suggested above.
