To be honest, I don't think popularity and quality go hand-in-hand all too much, particularly with fighting games. "Do I buy a game with characters I am familiar with, or one that I have never heard of?"
Most people will go for the familiar characters or brand, while casting aside the one without a known brand. This is also why most RPGs are overshadowed by Final Fantasy or anything made by Square, Einix, or Square-Enix.

I can see why someone might not like Darkstalkers, the mechanics are not always user friendly.

I also think that Samurai Showdown or Capcom vs. SNK should be on the list.

Also, if Smash Bros. were to stay on, I'd remove Killer Instinct for Darkstalkers.
Also: Beastorizer over DOA.
