New Comp. Transferng steam data

Okay, so I bought a new computer today, and right now I'm in the process of putting everything on an external hard drive. Now as far as my steam games, I want to transfer everything over, like in game saves and dlc and all, and I have an option on my hard drive to put everything on my new computer in the same place it was on the old one. now lets say it doesn't work that way, can I take the folder labeled "steam" that's in program files (x86), and put it in that exact folder in the new comp. and I'll have all my game data?

Also I'm telling the hard drive to copy over EVERYTHING, so lets say, certain files that already exist on the new one, but are being retrieved from the old one, will the old ones not work? Will they be corrupted? I'm talking about say, files and programs essential for the computer to run or stuff like that.

Oh and I forgot, the new one's Windows 8.1, the old one is Window 7.

From what I understand of Steam, as long as you have your account info, you can download all of your games and your DLC and all of that stuff still when you reinstall Steam on the new computer; easy peasy lemon squeezy.

That being said, though, I don't think the same holds true for in-game saves. You might be able to transfer the save-data over from the folder on your old computer to the same folder on the new one, and it might work, but it's a very slim might and I can't really guarantee much.

But fret not! Your purchased games and DLC are fine, I'm sure!

You should just be able to log onto Steam on your new computer and gain access to everything, after email verification anyways.

In game saves are not always in the steam file, it depends on the game. Also, if the game has syching to the cloud your saves are in the cloud too.

I was in the process of transfering stuff over but something happened so ill have to try some stuff again when i get a chance. I do have another problem with a game, i try to open the game, and i get "cant create renderer, please reinstall game". i did just that, and still the same message. Any ideas?
